Marcos Cintra Cavalcanti de Albuquerque

President, Finep (Brazil)

Prof. Marcos Cintra is the president of Finep — Financiadora de Estudos e Projetos, the Brazilian agency for Science, Technology and Innovation of the Ministry of Science, Technology and Innovation of Brazil, beginning his term on September 12th, 2016. He graduated in Economics from Harvard College and he has master’s degrees in Regional Planning and Economics and a Ph.D in Economics also by Harvard University.   He is a full professor at São Paulo Business School of the Getulio Vargas Foundation (EAESP/ FGV) teaching undergraduate and graduate programs in Microeconomics, Macroeconomics, International Economics, Growth and Development, Agricultural Economics, and Public Finance.  Prof. Cintra was also the Dean (1987 – 1991) and the Head of the Economic Department (1985 – 1987) at EAESP/FGV.

In the public and business sector, he was the Undersecretary of Science, Technology and Innovation of the São Paulo State Government (06/2013 – 12/2014); Member of the board of the Institute of Technological Research-IPT (08/2013 – 05/2015); São Paulo City Counselor, elected for the legislative term 2009 – 2012 and Municipal Secretary of Labor of the City of São Paulo (2009 – 2012). He is a member of the board of the Housing Development Company and Urban of State of São Paulo-CDHU; Chairman of the Economics Counsel of FESESP-Federation of Services of the State of São Paulo and a member of the Economics High Council of the Industrial Federation of the State of São Paulo, -FIESP.  Among his books and thesis published are A Translog Analysis of Technological Change and Scale Effects in Brazilian Agriculture: A Case of Inefficient Modernization Ph.D. Thesis, Harvard University and Bank transactions: pathway to the single tax ideal (United States – 2009).
